The aim of investigation: formatting of scientifically based synchronous networks development plan for total coverage of territory of Ukraine with digital terrestrial television; calculation of frequency assignments possible service areas for allotment zones at the second realization stage; definition of digital dividend for novel technologies introduction in the range of 470-862 MHz. Results: Characteristics of movable broadcasting fixed and air radio navigation services, which works in the range of 790-862 MHz are completed; methodologies of compatible use investigations of frequency range 790-862 MHz between movable service, on one hand, and broadcasting, fixed and air radio navigation services, on other hand, have been developed. Calculations were carried out and recommendations according electromagnetic compatibility between movable and other primary terrestrial services in the range of 790-862 MHz were developed. Required quantity of antenna-mast constructions, which are necessary for digital terrestrial broadcasting realization in the regime of fixed reception in all digital areas of Ukraine was calculated. Introduction effectiveness: Harmonization of National table of Ukraine for radio frequencies bands distribution according to the decision of European Union. Realization of digital dividend after the transition from analog to the digital broadcasting and, as effect, promotion to the introduction of the cellular communication systems and broadband radio access in the frequency range of 790-862 MHz in Ukraine.
