The purpose of the research is to study theoretical, methodological and practical framework of fiscal decentralization as directly stimulating of regional development. Theoretical and methodological basics of the research is the system of all-theoretical understanding of the objective local budgets formation using the methods of analysis and synthesis, induction and deductive reasoning, economic and statistic, economic and mathematical methods and so on. The scientific novelty consists in the further development of theoretical positions as to the nature and organization of intergovernmental relations system in Ukraine; the areas of strength fiscal decentralization of the regions according to regional harmonization of national and regional interests in the field of taxation were identified. This research analyzed the impact of the current system of intergovernmental relations on the formation of local budgets revenues in Ukraine; it was considered to optimize intergovernmental relations at the expense of adapting the positive foreign experience formation of local budget revenues to national conditions; it was proposed strength measures for the financial capacity of the encouraging them fiscal. These research results can be used in the educational process, in practice government and financial system in order to improve the legal framework of local budgets.
