The reasons for and the process of forming Ukrainian Diaspora in the countries of Eastern Europe are shown. Taking into account the biographies of O.Oles and V.Filonovich, the conditions and the main courses of Ukrainian emigration representatives' activities are described. The light is poured on their efforts on getting European community familiarized with the events of famine in Ukraine. В исвітл ено їх зусилля по ознайомленню європейської громадськості з подіями голодомору в Україні; The process of getting the representatives of local inhabitants involved in the functioning of so called auxiliary authorities by the German occupation institutions is shown. The attention is also paid to the structure and the conditions of functioning of those auxiliary authorities. П оказа но процес залучення німецькими окупаційними інстанціями представників місцевого населення України до так званих допоміжних органів влади, їх структуру та умови функціонування. The German occupation authorities' policy in the cultural sphere and the transformation of that policy during the period of occupation is characterized on the base of archival sources. Local Ukrainian figures' activities within that sphere are shown. На основі архівних джерел схарактеризовано політику окупаційних властей в культурній сфері, її трансформації протягом окупації, показати діяльність місцевих українських діячів у цій сфері. Research methods. General scientific research methods (analysis and synthesis, system approach, typology, classification) and historical research methods (problem-thematic, chronological, comparative-historical, analytical, descriptive) are used in the work. Their combination gives the opportunity of conducting complex and thorough study of the events and phenomena. The implementation of the research methods, analysis and synthesis of the empiric materials enables the optimal use of the archival sources, the documents and scientific works which have been published. The process of studying some aspects of the problem is accompanied by the use of the retrospective method, typology and classification, comparative-historical, formal logic and some other inter-disciplinary methods. Ме­то­ди дослідження. У роботі за­сто­со­ва­ні за­галь­нона­у­ко­ві методи пі­знан­ня (аналіз і синтез, системний підхід, ти­по­ло­гі­за­ції, класифікації) та суто історичні (проблемно-тематичний, хронологічний, порівняльно-історичний, аналітичний, описовий). Їх поєднання дозволяє провести комплексне, всебічне вивчення подій та явищ. Оптимально використати архівні джерела, опубліковані документи, наукові праці вдалося завдяки застосуванню методів пошуку, аналізу та синтезу емпіричного матеріалу. Процес дослідження окремих аспектів проблеми супроводжувався використанням ретроспективного методу, типологізації і класифікації, порівняльно-історичний, методи формальної логіки та інші міждисциплінарні методи. The results of the research activity are implemented into the educational process in Sumy State University within studying the subject "History of Ukraine".
