According to international experience, adequate government funding of the scientific and technical sphere of the country, based on purely economic calculation, is an important tool for maximizing national product. In the context of the problems in public funding of scientific and technical sphere of Ukraine the main emphasis is often put on the need to increase first of all budgetary funds. However, analysis of international experience strongly suggests that limiting the problem of state support for Ukrainian scientific and innovative potential solely to the search of funding to increase the budget financing of scientific and technological field strongly limits the field of diagnosing the problem and thus finding effective solutions for its solving. It should be noted that the experience of each leading country in scientific and technical sphere has its own distinct features, which gives reason to assert that there are different models of scientific and technological development and use of relevant results as a factor in national economic growth. However, analysis of relevant international experience leads to the conclusion that today almost all countries in the first place come the task of effective use of available resources by: " formulation of principles and priorities for funding research and technology and adherence to these principles and priorities in practice; " finding and funding mechanisms targeted to achieve specific results; " concentration of resources on priority areas of basic and applied research, practical implementation of the results; " developing effective mechanisms of cooperation between the state and the private sector in science and technology sphere. The scientific and technical sphere management system, which is currently operating in Ukraine, so far does not provide unconditional implementation of these earlier principles and approaches and thus needs a comprehensive reform. A key drawback of the current system of budget financing is an attempt to finance a widely circumscribed scientific and technical sphere, which reveals the absence of a clear concept of realistic national innovation priorities. Therefore, main directions of reforming should include implementation of a real program-based approach to the scientific and technical sphere management to ensure resources for development of sectors of 5th and 6th class of technology etc., rather than for accidental departmental interests. Appropriate steps can be fully realized only in the context of implementing the appropriate governance with the technological changes.
