The analysis of a current state of the development of an administrative and legal regulation of Ukrainian law-enforcement bodies' activities as well as finding-out of theoretical bases and practical groundwork of this question is the purpose of an issue. General scientific methods of an objective reality, which are based on the dialectic approach to the subject of investigation, as well as special ones are used. In particular, by dialectic method the administratively-legal relations as well as the mechanism of their regulation by law-enforcement bodies are investigated as an administratively-legal relations system component; theoretical and legal principles, structural features and the maintenance of administrative and legal relations have been investigated, as well as a legal status of citizens, their associations and public authorities as the subjects of administrative and legal relations. Logical-semantic method promoted generalization, ordering and deepening of the conceptual apparatus, in particular for the definition of the contents and mechanism of an administrative and legal regulation of Ukrainian law-enforcement bodies' activities. Historical and legal method was applied for the consideration of a standard legal base of law-enforcement bodies. Comparative legal method has given the chance to define the general and especial lines of law-enforcement bodies activities as well as its prospects, considering the best foreign experience. Most significant research results that contain some element of scientific innovation and determine the contribution of sponsors in the development of this problem are the following statements and conclusions: - set the initial conditions of the internal affairs of Ukraine and the mechanism of regulation of their activities; - the role of police authority as a public service by introducing them to the list of the main tasks of the item on public services; - analysis of European standards and tasks entrusted to the police, to assess their activities; - the attention to the ways of bringing the existing system of internal affairs to a structure that reflects the functions of its elements; - the coordination of the internal affairs of other law enforcement agencies in accordance with the identified competencies; - development of measures for improving police response to crimes and other crimes on the basis of certain regulatory, interconnected and coordinated action; - research systems and mechanisms to monitor the activities of internal affairs, observance of human rights and freedoms, raising on this basis of public confidence and ensure partnership and collaboration. The practical significance of the results is that formulated and reasoned conclusions and proposals are scientific and theoretical and practical interest: - In education - for teaching in higher education courses of MIA of Ukraine "Administrative Law of Ukraine", "Administrative activities of internal affairs," Fundamentals of law enforcement bodies "; - In research work - to further improve the enforcement activity; - In the lawmaking - for further development of legislation and providing for the implementation of the regulatory framework that governs the organization and activities of internal affairs of Ukraine; - In practice - for improvement of activity (units) of Internal Affairs of Ukraine, and the system of professional training of their personnel.
