Subject of inquiry is the public support and stimulation of the innovation activity. Subject matter is the mechanism of the state support and stimulation of the innovation activity. The goal of the research is the analysis of the public support and stimulation mechanism's effectiveness for innovation activity in order to improve the realization of the state innovation policy and to provide the transition of the economy of Ukraine into the innovation model of development. Research methods are: scientific abstraction, structural, functional, analysis and synthesis, summarizing, historical, statistic, factor method. Theoretical and practical results are: conceptual approaches to the national innovation system's formation are searched; the international experience of the implementation of public support and stimulation of the innovation activity mechanisms in developed, developing and transition countries is summarized; institutional features of interaction between state, science and business in innovation system model's forming are analysed; trends and problems in the development of innovation activity in Ukraine are discovered; the foreign practice of estimation for the public support and stimulation's effectiveness is searched; the methodical approach to the analysis of the effectiveness of innovation activity's public support and stimulation in Ukraine on the basis of the integral coefficient of the relative efficiency is developed; the estimation of the relative efficiency indicator for Ukraine is realized; the comparative analysis of the public support and stimulation mechanism's effectiveness for innovation activity in Ukraine and other countries is realized; key principles to form relations between state and private sector in order to realize the innovation model of socio-economic development of Ukraine are proved as well. The practical significance lies in a possibility of use by the Ministry of Economy of Ukraine for the preparation of legal acts and program papers.
