The proposed model provides for performing distribution at the data level for a fast and effective way of work with the Ontological module which processes SPARQL-queries and is actually a superstructure for MySQL database that is responsible for all information storing. The architecture consists of two clusters: a computational one for storage of software components of the Portal and a cluster for storage of data. The proposed model allows to design an information system both for a separate organization (university) and for its each branch and also to update necessary knowledge of the information system using ontological approach for verifying reliability of data due to the requirements of accreditation and licensing procedures for higher education institutions of Ukraine. A prototype of the distributed Ontology-based Portal with a distributed ontological knowledge base is developed. Approbation of its operability and efficiency has been done by performing of specific tasks related to the accreditation of specialties accreditation, scientific activity of a department, education activity of a department, monitoring of a department's academic staff activity, etc. The ontological model used for knowledge representation at the Portal has been enhanced by expanding of resources and links number. The internal organization of the Portal has been enhanced, including expanding of the task interface, distributed information processing support and resources management. A Web-interface of the Portal has been developed for reference and supporting information provision. A software and hardware architecture of the secure semantic documents repository with version control capability. The semantic repository has been performed as an integrated storage of documents accessible for prompt generalization and analysis of a higher education institution activity which, the storage contains not just knowledge on processes and standards for educational and scientific resources but also supports sufficient level of trust. For security of the repository technologies of digital sign are used. Documents version control is performed by means of their semantic annotations. For finding changes in the documents text the whole chain of its versions is tracked. The prototype of the distributed version of "Ontology-based Portal for Management and Evaluation of educational and scientific resources of MES of Ukraine" with the integrated system for educational documents storage in secure repository has been represented.
