Satellite while moving on orbit ray transmit the signal through atmosphere mass with different angularly. At ground-based receiving point comes interfering direct and reflected from the ground surface signals. Using interference field structure the troposphere refraction could be estimated. And signal attenuation and phase delay due to soppy clouds allow estimating water supply. Meteorological satellites transmits cloud map in the set of the frequency bands which could be compared with the data of radio-raying allows detection of danger degree of the meteorological phenomenon which is observed.
