The concept of environmentally oriented national economy transformation on the basis of the allocation of development regularities of open systems with the external effects accounting is created and scientific and methodological approaches of synergetic effects of ecological and economic systems functioning estimation are proved. The system of mechanisms and factors which form the basis of socio-ecological-economic system functioning is during its development taking into account the synergetic effects when justifying decisions is improved. Principles, criteria and assumptions of open systems management in compliance with the support of sustainable socio-economic development tasks in information society on the basis of negative and positive feedback is improved. System of factors and mechanisms to ensure sustainability in transition to information society and sustainable system of reproduction of dynamic state of human systems in information society has been improved.
