The purpose of work was creation of necessary and sufficient terms for the safguarding of monuments, improvement of legal base in the sphere of guard of cultural heritage. In this theme used the medhods of collection, analysis and systematization of information and systematization of the got results, systematization and generalization of domestic legislation and practice which touches the sphere of guard of cultural heritage. As a result of scientific work were the projects of legal acts which are directed on the improvement of legal base in the sphere of guard of cultural heritage and settlement of management of objects cultural heritage, in particular, improvement of organization of activity of cultural preserves and cultural protected territories and procedure of their announcement (creation), establishment of legal principles of protection of cultural sites and improvement of procedure of delivery of permissions on the realization of archaeological excavations.
