Work objective - realization of scientifically-methodical ground of development and introduction of the ICT competencies system of secondary school students, teachers and leaders. Subject of research: educational programs, standards and educational-didactics tools for formation of information and communication competencies of secondary school students, teachers and leaders in experience of EU countries, the USA and Ukraine. Research methods: in the research it is applied system approach to the selection of information, study of the phenomena, determination of intercommunications and interdependence, determination of tendencies, presentation of integral picture of the research object. Special value in the research it is given to comparatively pedagogical methods of analysis, generalization of positive pedagogical experience on the basis of scientific methods of analysis and synthesis. Theoretical and practical results: study and analysis of the state of introduction of information and communication competencies standards in the countries of European Union and the USA; generalization of experience of introduction of information and communication competencies standards in the countries of EU and the USA in the conditions of distance learning; study and analysis of educational technological standards (program ECDL, INTEL and ISTE) aiming to adapt them in Ukraine; creation of scientifically-methodical support for the development of project of ICT competencies standards in the general educational establishments system. Usage of the results of scientific and technical work is carried out by the delivering of projects of sections of national standards on ICT competencies of secondary school students, teachers and leaders to the Ministry of Education and Sciences of Ukraine, National Academy of Pedagogical Sciences of Ukraine for improvement of educational programs in the conditions of distance learning.
