Purpose of work - to develop programmatic facilities of automation of procedures of the effective use of agroclimate potential - the assured ecologically safe production of project volumes products of plant-grower at saving of fertility of soil and minimization of charges on production. Methods of researches: cameral, analytical, mathematic-statistical. For current period a programming-information complex is developed "Crop rotation on the irrigated lands of the South Ukraine", which is directed on the decision of questions of optimization of structure of sowing areas taking into account zonal, regional and local features. On the developed statistical model the calculations of receipt of indexes of integral are conducted PhAR for long-term period. With the purpose of acceleration and facilitation of calculations integral sun radiation the programmatic module of " PhAR", which consists of one active window and four informative blocks, is created. The design and prognostication of being of environment for the terms of the South Region of Ukraine allowed to expose a tendency to aridization and reductions of index of hydro-thermal coefficient (HTC), increase of temperatures of air (it is special in a spring-summer period) and reduction of amount precipitations. The formed database of weather terms of regional weather-stations has a simple interface and can be widely used both for researches and for practical aims.
