The correlations between technological regimes to obtain such doped glasses, the plasmon spectrum of light absorption and their radiation resistance are found. The technological regimes, which allows obtaining of the samples of radiation resistance up to 1013 W/cm2 are determined. The two-beam "pump-probe" scheme created by us for the study of the kinetics of induced changes in the optical density of the samples in the time interval of 100 fs - 10 ns and the temperature range 1.6 - 300 K is improved. Using the developed methods on the kinetics of induced changes in the parameters of the plasmon absorption bands in the copper nanoparticles incorporated in SiO2 matrix, new regularities in the behavior of surface plasmons in the field of high-power femtosecond pulses are revealed. Among the most striking results of this series, we note two: the instability of the frequency of surface plasmons, and the dynamic polarization splitting of the plasmon band in the field of high-power femtosecond pulses.
