The article of research is theoretical and practical problems of application of budgetary levers for overcoming of poverty to Ukraine. Sweep research it was certain as deepening of theoretical bases of application of budget for overcoming of poverty, finding out of problems in home practice of the use of budget in the mechanism of diminishing of level and depth of poverty, and also formulation of recommendations in relation to strengthening of influence of budget on reduction of poverty in Ukraine. Results: theoretical principles of the use of budgetary instruments are reasonable for overcoming of poverty; a normatively-legal base on questions forming of budget in the context of overcoming of poverty and worked out suggestions is investigational in relation to her perfection; the practical aspects of influence of forming of profitable part of budget are appraised on the dynamics of poverty in Ukraine and present in this sphere problems are exposed and offered ways of their decision; practical experience of the use of budgetary charges is generalized for diminishing of level and depth of poverty in Ukraine; foreign experience of application of budgetary instruments is investigational in the programs of overcoming of poverty.
