The ways of optimizing the institutional design of the political system of Ukraine and promoting to civil society development, the problems of current constitutional transit have been defined. Legal regulation acts of European countries concerning legislative mechanisms for settling the constitutional rights of citizens, national security and defense issues, and administrative law have been studied in the research process. The analysis of upgrading these mechanisms in the context of legal regulation of activities of the President of Ukraine has been made. An optimal variant for reforming the electoral system in Ukraine has been suggested. The modern state and prospects of security sector reform in Ukraine in the new political reality have been analyzed; conceptual directions to enhance the efficiency of functioning key security sector institutions have been developed; the experience in reforming security sector has been studied on the example of South Caucasus countries. The urgent issues of implementing the anti-corruption strategy of Ukraine have been identified; public policy in the sphere of combating the threat of terrorism has been analyzed; priority areas of reforming Ukrainian security sector in the context of the fight against terrorism have been specified.
