The methods of research: method of system analysis, the method of combining the logical and historical analysis, an analysis of scientific literature and documents, modern Ukrainian and foreign experience, the method of comparing and contrasting, the method of functional and structural analysis; sociological survey, the methods of mathematical statistics. The report includes analysis of sport for all essence and features of its development in a global context. A system of attracting people to physical activity in Ukraine in the second half of the twentieth century is researched. The concept of the humanization of the process of attracting a people to physical activity is designed and realized. Aims' hierarchy, functions and structure of sport for all system are defined. The principles of sport for all government are exposed. The technologies of sports for all government are developed and realized. The conceptual approach and substantive components of the training of sport for all managers are substantiated.
