The paper studies the phenomena and processes of formation and use of financial resources of the region in a decentralized economy. The conceptual basis were proposed for reforming of intergovernmental fiscal relations in Ukraine, aimed at ensuring macroeconomic stability in order to ensure effective control, while solving various problems of financial content sources and use of local budgets, their classification and systematization. Suggestions for improving the efficiency of targeted use of local budgets in the context of the expansion of communications with the public were made. Structural and logical scheme of the effective tax strategy development was developed.
