The modern tendencies and principles for the development of vocational training programs in European and National Institutions of higher learning were analyzed. It was also found out that one of the priority areas for the innovation-based development of the educational system in a higher technology institute is its fundamental nature. In its turn, the notion of "fundamental nature" was determined as a didactic category of pedagogical higher education. The conceptual model of pedagogical specialists in a higher technology institute was created. The interdisciplinary integration was proved to be one of effective means of fundamental vocational training. It was shown that human sciences should play an important role in fundamental education. The modern evaluation system of student knowledge and the high quality of education within fundamental vocational training programme were presented as well.
