Specification on the development of the Ukrainian Virtual Observatory (UkrVO) were developed. In the first phase it includes the databases of RI NAO and MAO NASU. A database of CCD observations in a format ofIVOA (International Virtual Observatory Alliance) and a search system for common database of plates and/or CCD frames were developed. The list of 220 photographic plates of NAO with open clusters for the scanning was compiled. The array of 500 high-resolution images of the selected 88 photographic plates was made. They were processed by MIDAS and additional software. Internal accuracy of the positions is about (0.06-0.17)".
