The research methods: analysis, synthesis, comparison, and statistical analysis of the financial market development. The reasons that cause cash balances in the TSA have been identified. The effective methods of managing the TSA cash balances have been devised: involving cash managers in the process of cash balance management, using the mechanism of short-term state borrowing, and making authorities interested in the effective management of cash balances. The proposals for improving the TSA cash balance management, viewed as a catalyst for the development of the Ukrainian financial market, have been substantiated. It is suggested to supplement the State Treasury with the investment and fund department, which would be concerned with issuing, allocating and managing the fund portfolio of the Treasury (including the issue and allocation of treasury bonds). It is assumed that the research object can be further developed towards concretization of particular provisions of the laws in force that concern the reformation of the activities of state off-budget funds, these projects being aimed at creating an efficient systematic regime of state finance functioning, which implies the effective market-based use of funds.
