Results of the research project "Development of base soft and hardware for computer speech technology, witch is embeded into state-of-art computer system; creation of common use hi-tech hardware and procedure for its implementation into manufacturing" are presented. The contract is in frames of the State R&D Programme "Pattern Computer". Methods, algorithms and software are described for means of basic speech technology module for speech-to-text, text-to-speech, speech understanding and spoken translation from Ukrainian to English. Developmets are based on the spoken pattern reasoning conception, speaker voice passport, multilevel multidecision generative model for speech recognition and phoneme-triphone model of speech recognition and synthesis reflecting syntaxis, semantics and individual pronunciation peculiarities. It describes accomplished works for basic spoken software-harware module application to the electronic hi-tech device - spoken vocabulary-interpreter "Tlumach". By the results of tests the design documentation for the spoken vocabulary-interpreter "Tlumach" is corrected for mass production purposes. Results of the accomplished works are transferred for implementation to the TV Technics Plant "Electron", Lviv. The joint plan-schedule for the portable device "Tlumach" production have been corrected.
