The aim of work: The aim of this research is grounded on the theoretic and methodological positions of personnel management in public authorities at the modern state-building of Ukraine; exploration of the modern approaches to definition of the worldview aspects, according to which the development of recommendations to the professional mission of Ukrainian public service is considered in the approximation to acquis communitaire of EU standards; in this context the further development of public service in Ukraine is viewed through the worldview transformations of society (social values) and adequate improvement of its activity. Methods of research : Analysis, generalization, synthesis, deduction and induction, observation; historical, comparative, descriptive, sociological methods. Results and novelty: - it contains the researches of the modern approaches to forming the overview in the context of national idea in the foreign countries, the experience of implementation the ideology of civic education and creation of the social values' system in public administration, analysis of the particularities of the public service activity due to social projecting the administrative processes; - it's realized the review of modern administrative system's transformations through the overview and values (humanization of public administration, laws, principles, relevance development of public power; synergetic potential of the public governing; individual self-organization of local authorities' officials, and attributive identification of territorial communities); -conceptual foundations of public administration operating are analyzed like that: definition, structure, functions of governing and management, institutes of public administration, public service and the semiotic forms of the representation of personnel of public authorities; -it's worked out the Manual "Methodic recommendations in the assessment of the healthcare field's administrators: modern claims and priorities"; monograph, named as "Personnel management in public authorities: worldview aspect".
