The aim of work - development and scientific substantiation of the public examination conception of state and local authorities and mechanisms for its realization. Methods of research - the goal of research was realized through using the comprehensive approach for researching of interrelations between the institutions of public society and executive bodies of power and local authorities. In particular, the historical and logical methods were used for researching of experience of public examination realization; the retrospective method was used for researching of the formation process of institutional providing of public expertise; the comprehensive and systemic approaches were used for working out of the concept of development of public examination of executive bodies of power and local authorities' activity; the methods of analysis, synthesis and comparison were used for researching of foreign experience of public control of executive bodies of power and local authorities' activity and for developing recommendations; the methods of analysis and generalization were used for ascertainment the typical problems of authorities and institutions of public society interaction during public examination realization; quantitative and qualitative analysis were used during analyzing of legislative base; the method of observation was used during public examination realization and it let determine the level of assistance to public examination realization by authorities; and find main defects of mechanism of public examination realization in Ukraine. Results and novelty: - it was analyzed and systematized existing legislation and regulatory and legal framework of the organization and conducting of public examination; - national practice and international experience of public examination of executive power were analyzed and summarized; - it was worked out The Concept of development of state and local authorities public examination and mechanisms for its realization; -The Guidelines for the organization and realization of public examination in executive bodies of power and local authorities were developed; - it was worked out the Manual "Assistance organization and realization of public examination: organizational and legal aspects; - The Complex of teaching modules for short-term seminars on the issues of public examination of the authorities for The Centre of advanced training of DRIPA NAPA was developed; - it was compiled a glossary of terms for expert activity.
