First of all, this is due to differences in administrative approaches to solving health problems. The result of this gap is worsening as the demographics and health indicators in Region. In this case budget deficit is the leading cause of the crisis situation prevailing in the medical institutions of country. The crisis is systemic and affects all elements of the health care system in Ukraine: management training, a system of undergraduate and postgraduate education, medical and diagnostic supply medical technologies, social status of health care workers and medical schools, the medical information system and much more. In these circumstances, the introduction in the practice of health care reforming the system requirements of international quality standards ISO 9001:2008 and TQM, which are time-tested and widely accepted in developed countries, will optimize the process. The Relevance of the chosen theme emphasizes the presence of a number important state programs established by the Government of Ukraine in 2010-2011 and aimed at reforming the national health system: The Concept of Health Care Quality in Ukraine (2011-2015), Concept of Ukrainian National Policy development in the sphere of public health and provision of medical care (2011 -2015 years), Health care reform (program of economic reforms in Ukraine on 2010-2014), as well as the presence of international programs - The concept of European Regional Committee WHO "Health - 2020". It was used the following research methods: SWOT-analysis, content analysis, systems approach, process approach, statistical, economic, and expert assessments. The investigations suggested an integrated 4-level model of Health care system quality management, describing the objectives of each level, and also elaborated the special status of the University Hospitals as centers of legal evidence. Developed and submitted to the Ministry of Health Care of Ukraine "The concept of quality management in health care industry's health in Ukraine for 2016". Based on the study of foreign quality systems, shows the positive role of solidarity forms of health care, which is characterized by active participation of NGOs in the state and municipal recreation programs. Applied to the analysis of health insurance in Ukraine shows an alternative model of primary care and presents the data analysis the economic effectiveness of health care programs. It is shown the unique patterns of solidarity systems of health care in Ukraine. The nation's first developed a "quality loop" of educational technologies as a mechanism that increases the competitiveness University in the education market. Improving quality of medical care in Ukraine is one of the most pressing problems. The National Action Plan on 2011 to implement economic reform program for 2010-2014 "Rich society, competitive economy, effective State," approved by Presidential Decree of April 27, 2011 № 504/2011, the main directions of reform health care, including increasing availability and quality of health services, as well as improving the efficiency of funding health care programs. Under this program by a focus-group of ONMedU was implemented innovative project: the necessity of creating in the structure of University and was designed position the department of strategic planning of ONMedU. The requirements of international quality standards was successfully used in three years (2007-2010 yr.) International Ukrainian-Netherlands program "MATRA UA 15174". At time was created the socio-economic research project and justify a new type of Nursing home. A new measure of "Life quality" for assessing for the elderly the health and social care adequacy. The studies published in scientific papers, presented at scientific conferences, embedded in the activities of a number city's and region's medical institutions, in the activities of several insurance companies, as well as in the educational process at the Department of SMMM ONMedU.
