Defines the role of fiscal policy in the regulation of social development. Analyze the current structure and dynamics of social expenditure budget in Ukraine. We justify the need to implement long-term budget forecasting and strategic budgeting. We characterize the actual current socio-demographic risks of development of Ukraine. The necessity of taking them into account in fiscal policy. Study the financial aspects of the policy to minimize the socio-demographic risks are set out appropriate recommendations.
