The structure of indicators which are used for studying of the described factors is developed. The parametres of model for ekological and economical risks forecasting and estimation is substantiated. For the first time the structure of model for forecasting and estimation of ekological and economical risks is developed. The parametres which allow to define cost of revegetation works is substantiated. These parametres concern: the area of the flooded site; function of the flooded site; total volume of a material necessary for revegetation; thickness of each of layers, which are used for revegetation (for example, mould humus, sand, loess-type loams, waste rock, etc.); cost of each kind of revegetation works (layer removal, loading, transportation, planning of a surface, etc.). For the first time requirements to functionality of expert system are formulated. Taking as a basis the area of a site which renews, the expert system should help the Person who makes the decision, to estimate possible ways of reduction of ekological and economical risks which have arisen in the given territory as a result of mining works and to choose a set of operating actions. For the first time the method of interpolation of spatial uneven data which is based on a method of two-dimensional designing indistinct clusters is developed, that allows to raise accuracy of calculation the area of the flooded site and volume of materials for its renewal and as to provide fuller conformity of a earth surface model and a subsidence surface to real data. For the first time program modules of expert system which answer the system designation are developed.
