Developed and proposed a conceptual design of three models of three models of treatment with waste, which should be simultaneously implemented. It's: territorial-municipal, industry-business corporateand and innovation-investment. For each model developed: destinations of optimization; the main criteria of optimization; ways incentive regulation; indicators of efficiecy. Realization of the models will increase the efficiency of waste management. The analysis of the contradictions of real coexistence between these models and identify ways to mitigate and resolve these contradictions. This work is recommended for the leaders of the municipal bodies, heads of various depatmental, branch and corporate business structures at various levels (the site, the industrial zone, the district, the town, the regio, the branch or the agency).
