Information × Registration Number 0211U006570, 0109U004803 , R & D reports Title Forming the economic mechanism of international ecological conflicts decision popup.stage_title Head Sabadash Viktor Volodymyrovych, Кандидат економічних наук Registration Date 29-04-2011 Organization Sumy State University popup.description2 The essence of the research process: in the work the conceptual methodological basis of resource providing system for economic management mechanism and international ecological conflicts (EC) solving were formed on the basis of conflict-generating factors of resource use: based on a study of the potential of EC settlement in the modern socio-economic systems the methodical approach was suggested to the development and use of economic mechanism for management and solving of international ecological conflicts (subject to agreement economic-ecological and social interests): the potential of EC settlement is proposed to be considered as a set of procedures (actions) of the parties to the conflict with the involvement of appropriate instrumentation. The basis of the structural scheme matching ecological and economic interests in the EC are the elements: "conditions", "structure", "tools", "monitoring"; was determined that the EC settlement was provided by the involvement and practical application of different strategies (methods) and tools, the choice of which depends on the type of EC, its causes, dynamics and intensity of development, the interests of conflicting parties, etc.; based on the need of the resource content of the proposed mechanism a set of organizational, economic and legal tools to deal with the EC in the context of sustainable development was presented, the main components of which were defined : a) the legal framework of economic activities (rights, duties, license, restrictions, procedures, etc.), b) a system of property relations on the basic means of production, c) the organizational structure of the economics, i.e. a system of formal and informal institutional linkages, which form the real economic relations between entities as vertically (the realization of the authority's actions) and horizontally (interaction between adjacent economic actors and the organizational activities of the territorial administrative bodies), and e) a system of public institutions (traditions, ethics, orders, religious practices, spiritual values, etc.) that form the social and the information field of economic activity; f) economic instruments; key influencing factors were identified that determine the level of conflict of international (cross-bordering) relations and based on their analysis methodological approaches to determining the level of conflict management of natural resources at the border territories (the coefficient of conflict CBC) were proposed; critical analysis of methodological approaches to the development and implementation of development strategies led to develop scientific and methodological basis for forming an effective strategy for eco-oriented development of the national economy based on non-conflictual use of common resources. Subject of research: methodological approaches to the economic mechanism development for management and settlement of international EC. Goals and objectives of the project: the purpose of research is to develop methodological approaches to development of the economic mechanism for management and settlement of international EC, which is based on adequate institutional, economic and regulatory tools. The implementation of research objectives necessitated the solution of the following main tasks: to investigate the possibility of conflicts factor shared resources; to suggest methodical approach to develop procedures for EC settlement on the basis of potential settlement; to develop a system of economic, legal and social instruments for EC settlement; to develop and propose a methodical approach to assessing eco-conflicts of cross-border environmental management; to investigate the practice and procedure for the involving and use of tools for EC solving; to advise on priority measures to minimize environmental and economic consequences of conflict-management through the formation of the national environmental-oriented development strategies. The practical significance is the following: - economic effect is in use in practice of international EC management and settlement appropriate methodological approaches and tools such as integrated economic mechanism, which would increase the economic efficiency of the national economic systems and reduce the manifestation (effect) of the conflict factor in nature use; - social effect is in safety providing for the socio-economic development through the harmonization of socio-economic interests of various social groups of nature through the involvement of adequate social and legal tools of EC settlement; - environmental effect is determined by the possibility of reducing eco-destructive environmental impacts of economic activities of economic entities, including cross-border cooperation. Integral environmental effect may be gradual implementation in practice of the principles of sustainable economic development of areas, thus reducing environmental and social stress in the future; - gave an impetus to strengthen research activities, such as in the defense of two Bachelor Degree papers, 4 Master Degree papers, one PhD thesis; - study materials have been discussed during international and Ukrainian scientific-practical conferences.
