The purpose of this stage of research is study of dynamic features and conditions of forming of professionally important characteristics of cadets and students of fire-engineering higher educational establishment in the process of studying (using data obtained in Academy of Fire Safety named after Chernobyl Heroes). Such research methods as computer-assisted diagnostics of G. Chaichenko "Program of determination of psychophysiological characteristics of personalities"; methods of "Communicative and Leadership Abilities - 2"; methods of self-assessment diagnostics of Ch. Spilberger and Ju. Khanin; methods "Prediction"; methods of control location determination; methods of eduction and analysis of system specialists "human being-technology"; methods "Intest" are used in the article. Research results are presented as description of principal elements of peculiarities of system and structure of professionally important characteristics of rescue service staff activity of Ministry of Emergencies of Ukraine. The best way of obtained results realization is professional training of Ministry of Emergencies of Ukraine staff.
