A purpose of work is perfection of the system of the metrology providing of measurings of index of refraction of liquid and solid substances in Ukraine. As a result of work a technical and designer document is developed on the dedicaded system of active termostabilizacii of standard complex, a flow diagram and mathematical model of error of state is developed primary standard. Metrology descriptions of standard answer the modern scientific and technical level of analogical standards of anchorwomen of the industrially developed countries of the world. Introduction state primary standard of refraction unit of liquid and solid substances in the visible part of the spectrum will assist development of national economy and increase of level of domestic scientific and technical developments.
