The disadvantages and limitations of using programmatic and situational control techniques in the task of co-ordination in complex systems are presented by the examples. It is demonstrated that the disadvantages of situational control paradigm can be eliminated by using context-based or motivation-based control models. On basis of fuzzy systems, a conceptual cognitive control model and its formalization are introduced, which integrate situational, context-based, and motivation-based control paradigms.
