Land is the main means of agricultural production, a source of food for people. In the process of human life people always affect the soil, destroying it. Being engaged in agriculture, man alienates grown biomass from the soil, thus breaking the cycle of biological substances Herewith the ecological balance in the soil is disturbed, and it loses its organic matter. These losses negatively affect all soil processes: the nutrition process, the water process, the air process, the heat process, the phytosanitary process . The conditions of cultivation are deteriorating, the yields of crops is declining. Thу Monitoring System for Land Resources of Ukraine started forming in the early 70's. A unique database on the properties of soils, pollution of it with pesticides, heavy metals and radionuclides is currently collected. The largest contribution to the monitoring of soil was made by the State Technological Centre of Soil Fertility of the Ministry of Agriculture, which has a network of regional engineering centers "Oblderzhrodyuchist" Every five years they examine each field, plots of land for the content of humus, N, P, K, the reaction of soil environment (pH, Hg) and other indicators. Listed centers also conduct toxicological control of residual pesticides, heavy metals and radioactive elements. Results of soil monitoring and agrochemical certification of agricultural land can be used in adjusting the legal framework of land relations, while carrying out economic and financial (standard and expert) evaluation of the land, determining the size of the land tax, planning measures on reproduction of soil fertility and increase of crop productivity , the adjustment of agricultural technologies, conducting environmental and agrochemical zoning of the territory, identifying of areas of agricultural production for the manufacture of products for children and diets, developing recommendations for sustainable and environmentally sound use of agrochemicals. The object of research - Vinnytsia region soils. The subject of research - the qualitative status of soils. The purpose and the problem of research: implementation of state control of the change indicators of soil fertility and pollution of them with toxic substances and radionuclides, rational use of agricultural land. Methods of research: - field (selection of soil samples in the field) - Laboratory (study of soil samples for agrochemical and agroecological indicators based on existing methods and standards). Research results. During 2006-2010 the Vinnitsa "Oblderzhrodyuchist" center inspected 1265.5 thousand hectares of agricultural land. 1021 agricultural enterprises were surveyed, including 213 farms. An investigation selected 123.2 thousand samples, 551.2 thousand of them were analyzed. 28 035 field passports and field mapping of land and cartographic materials with total area of 1265.5 thousand hectares were made. Implementation of scientifically based recommendations developed according to agrochemical passports of fields (land), will facilitate the suspension of soil degradation and restoration and the protection of soil fertility. On the basis of agro-chemical certification economic incentives of landowners and land users is conducted for implementing of measures for improvement of soil fertility.
