These systems are directed on smoothing of inter-regional social and economic differentiation, the threat prevention of disproportions strengthening in inequality and asymmetry in social and economic region development , formation of complete economic space. The purpose of re-search is the development of model complex based on the preliminary management approach in regional systems. It al-lows to raise considerably the quality of accepted decisions concerning maintenance of safe and steady social and eco-nomic development in separate regions, and in the countries at all. The research methods are logica and theoretical gen-eralization, analysis, synthesis, comparison, methods of claster analysis, taxonomy methods, methods of the discriminant analysis, methods of the factorial analysis, methods of panel data analysis of , convergence models. On the basis of theoretical generalization and results of the methodical analysis approaches to an estimation of inequality and cyclic dy-namics in regions development are devised the conceptual positions of preliminary management system of territories; the modelling basis inequality and cyclic dynamics in social and economic regions development is generated; models of indicators system formation in social and economic regions development are offered; spatial and spatially-dynamic models of grouping the social and economic regions level are developed; the aggregative indicators system of social and economic regions development is developed; analysis models of development inequality dynamics in regions are offered. The results of scientific researches are used in practical activities of regional state and local government in crea-tion of regional programs of social and economic development.
