A purpose of work is development of suggestions in relation to the improvement of the programs of the combat (special) training of SV of Military Powers of Ukraine, other soldiery formings and law enforcement authorities for implementation of certain by the legislative base of Ukraine of tasks in the conditions of peaceful and military time (special period). Creation of riznovidomchikh power structures of Ukraine of terms which will help to modernize and transform guidance, within the limits of existent legal norms, all of the system of preparation of troops (formings, forces) in such, which answers providing of national safety, Military doctrine of Ukraine and modern vision of application of riznovidomchikh structures in the leading countries of the world and NATO. Research method - methodological basis of research was become by approach of the systems in connection with scientific principles of historical method, comparative analysis and objectivity. For achievement of the put tasks the scientific and special methods of research are applied. By a логіко-семантичного method the категорійно-понятійний vehicle of new theoretical positions was probed in relation to organization of the combat (special) and operative training of leading countries of the world. The method of comparative descriptions and problem chronologic method is applied at the analysis of the legal providing of leadthrough of the general combat (special) training of SV, IVF and About the special setting for implementation of general tasks in a peace-time, in the conditions of the legal modes of the extraordinary and military state. The method of system structural analysis is utillized for achievement of the unique understanding of planning and organization of the combat (special) and operative training of SV, IVF and About the special setting for implementation of tasks after possible situations and variants of their application. An istoriko-khronologichniy method allows to represent progress of new theoretical positions trends in relation to organization of the combat (special) and operative training of SV, IVF and About the special setting by bringing of the proper changes in the programs of their preparation Komparativniy and complex analytical methods are the accordances of existent normatively legal base applied for research in relation to possibility of organization of the general combat (special) training of SV, IVF and About the special setting, development of the proper practical recommendations. It is set during work: The necessity of the new going near preparation of constituents of military organization of the state (WATERS) to providing of national safety of the state, is conditioned vision of the existent system of preparation of Military Powers, IVF and ABOUT, as a ramshackle inheritance of soviet times and by the presence of new factors which include on the modern stage: necessity of bringing in to providing of oboronozdatnosti of the state of other power structures (organs), narrow-mindedness and rozporoshenist' between the power departments of resources, grant priority in preparation to application Incorporated forces of the rapid reacting (OSSHR), readiness of Basic forces of defensive (OSO), development of the system of territorial defensive of the state, presence of international obligations in relation to the leadthrough of general studies and participating in international operations, and also necessity of evaluation of readiness of parts (subsections, forces) for implementation of tasks on purpose, based on three criteria: to multifunctionness, mobility and vzaemosumisnosti. Modern calls substantial changes are brought in safety of society in character of conduct of the armed fight and require the revision of methods and forms of application already of not only military powers of the state but also other soldiery formings (IVF) and law enforcement authorities (about) at the terms of imperfection of existent normatively legal base. It stipulates the necessity of revision not only of legislative base in relation to general application of component WATERS but also improvement of the programs of the combat training of SV of Military Powers of Ukraine and other soldiery formings (law enforcement authorities) at implementation by them general tasks in peaceful and military time. Thus, actuality a select theme acquires with acceptance of Conception of preparation of SV of Military Powers of Ukraine, which is intended for providing of continuous development (update) of the programs of preparation of troops (forces), improvement of military efficiency and alertness of SV of Military Powers of Ukraine for implementation of tasks on providing of national safety of Ukraine. The analysis of normatively legal base of Ukraine and leading documents of Military Powers of Ukraine is in-process conducted in relation to the fixed tasks on subsections of Military Powers of Ukraine, other soldiery formings (IVF), law enforcement authorities (ABOUT) in peaceful and military time in relation to providing of national safety of Ukraine. Analysed existing a tendency in the looks of research workers of leading countries of the world to the task of own military powers and other soldiery, militarized and other formings (forces) in relation to providing of national safety of the state in modern terms. A comparative analysis is carried out, that in our view, can assist subsequent development and embodiment in practice of preparation of troops of the accepted Conception. On the basis of the conducted analysis certainly disparity of the programs of the combat training of Ground forces of Military Powers of Ukraine and other soldiery formings (law enforcement authorities) in relation to possibility implementations certain by the legislative base of general tasks, suggestions are given in relation to the improvement of the programs of the combat training of SV of Military Powers of Ukraine and IVF, ABOUT with the purpose of practical implementation of general tasks in a peace-time and special period. Job performances can be utillized, above all things, during introduction in practice of Conception of preparation of Military Powers of Ukraine, at determination of structure, general principles, order of organization and providing of preparation of not only Military Powers of Ukraine but also IVF and ABOUT after the unique project and plan, at the improvement of legislative base of their application, determination of modern forms and methods of their studies, order of teaching, bringing maintenance over and organization of their preparation to the operating and tasks conditions in relation to the assured protecting of territory of Ukraine from external and internal threats.
