Ionization probability of helium atoms near the surface of the metal is calculated. For the developing of highly sensitive measuring methods of materials and optical elements properties the photo-thermal effects are used which arise in the observable specimens under the influence of powerful laser irradiation. For the reliable photo-thermal signals interpretation the mathematical model and corresponding software were devised for the modeling of temperature fields and of surface deformations fields. For the experimental recording of photo-stimulated changes the methods of laser and speckle-interferometry were used, which have high sensitivity. As a result of present work implementation the next methods have been developed: method of thin coatings absorption measurement; method of optical materials volume absorption measurements; method of coating thickness measurement; method of materials thermo-physical characteristics measurement. It is shown that the silicon dioxide in its nanoscale form is suitable for highly efficient power generation by Li+ - current forming intercalation reactions. The mechanism of this process is associated with the quantum - mechanical tunneling effects, and visualizes a new pseudofaradaic mechanism of the process. We used an activated carbon material obtained by high temperature activating carbonization. This carbon was with a maximum diameter pores distribution at 2.74 nm and it allows to get the maximum capacity of 190 F/g in 7m KOH and maximum pseudocapacity 2500 F/g in 4m KI.
