The purpose is to develop conceptual approaches to forming modern fiscal space in Ukraine and to ground amendments to tax and budget legislation which are concerned with effective usage of privileges and preferences in the context of investment financing from the different budgets. The methods of investigation are dialectical, systematical, inductive, comparative. The main results of investigation are next: 1) it is ascertained that financial regulation in open economies under modern conditions of international economic relations have to be based on managment of global risks; 2) it is proposed to systematize of global risks and to define their influences on fiscal space; 3) it is grounded that Ukraine has to implement GAAR in its legislation; 4) the authors propose their own approach to distinction between the concets of fiscal space; 5) it is grounded the necessity of developing the methodoligical recommendations to assess of budget plans efficiency; 6) it is proposed to improve Ukrainian legislation on the basis of foreign experience. The results of investigation could be used with the purpose of increasing the fiscal administration efficiency.
