The objective is: the definition of scientifically based rules of converting electronic documents during their permanent storage in archives. Research methods are the following: general scientific methods (heuristic, method of system analysis and synthesis of scientific research); special methods: archival, method of modeling of the informational process. The theoretical and practical results are: the metadata of archival electronic records was classified and described by the rules and restrictions of XML- scheme. The guidelines ware prepared for issue on the results of studying. The novelty of research is: researches on the topic had not been carried out. The scope of use is: the guidelines will help state archives employees to organize the conversion of ED into the archive formats with the aim of long-term preservation.
