The objective is: on the basis of the study of normative and methodical documents concerning the control of the presence, status and moving of archival documents, updating of records in state archives of Ukraine and summarizing the experience of archival institutions to conduct these types of work, obtain reliable information on availability and preservation state of archival documents in separate archives, archival institutions, and NAF in general. Research methods: scientific methods of analysis and synthesis, of systematic approach, method of observation, informational method, method of comparison and generalization, and others. Theoretical and practical results: the development of guidelines will improve the legal, organizational and methodological background storage of archival records in state archives of Ukraine, forming of modern model of control of availability, and the moving of archival documents and accounting records in state archives of Ukraine, to introduce uniform technological requirements for control of the presence, status and movement of archival documents and accounting records in state archives of Ukraine. The novelty is: for the first time was analyzed existing legal, organizational and technical basis of storage process of archival documents, the modern model of controlling was prepared, the sequence of activities was settled out, requirements for the investigation process of missing documents and summarizing of the control of the presence, status and moving of archival records and updating of records in state archives. The scope of use: state archival institutions of Ukraine, archival departments of state government, local governments, enterprises, institutions and organizations of all forms of ownership. Effect of implementation: implementation guidelines will allow to carry out coordinated complex of administrative, organizational, technical, methodological and other practical measures, to ensure the physical protection of the documents of state archives, and to prevent their possible destruction, damage, theft and of other emergencies.
