Considered subject of the research is the characteristics and properties of telecommunication devices of element base. The purpose of this paper is to develop the principles of construction, modeling and design, as well as to create methods of design of telecommunication devices (TAP) in the range of 5…100 GHz (TAP) and the element database through the use of metamaterials and integrated multilayer LTCC technology, LCP and usage of the devices on that basis. Considered here are the transceivers ranged 5 ... 100 GHz and the parts (filters, antennas, amplifiers and Yin.), their construction and characteristics. We analyze the methods, modern modeling systems and design of a transceiver and component parts. We consider the structural and functional building and qualitative tract acceptance certificate. Problems of modeling and design are represented hierarchically in theory as a set of specific tasks. Some problems are given mathematically including the developed solution methods and algorithms for certain stages of modeling and design: system, functional, circuit, design and technology. Thus, wecan determine the theory and design methodology of TAP taking into consideration nonlinear, random properties and the influence of complex types of modulation signals QPSK, QAM 16-256. All the tasks and methodology of design of specific objects are fulfilled in software and CAD. We implemented the examples of modeling and design of TAP (transceiver), TAP components (filters, amplifiers, antennas, etc.) on the system, structural-functional and design-technological level for the range of 28, 40, 60 GHz. and their elemental base through the use of metamaterials and integrated multi-technology LTCC, LCP-lines and conversion of different types, multiplexers, etc..
