The developed Management considers, that in Derzhvodgosp there are not only actually computer networks, but also some classes of the automated control systems. Kernel of local computer network of Derzhvodgosp is the Base Network of Data exchange which unites separate terminals in a single whole, providing their interaction between itself on the basis of the uniform system ideology realised in network reports. The local computer network as a whole is characterised by the architecture which consists of a set of structurally ordered network elements and system of network reports. They define rules of the general work (interaction) of network elements of local computer network of Derzhvodgosp. The developed document promotes realisation of different modes of functioning of local computer network of Derzhvodgosp for maintenance of its reliable work and will allow to use variety of the automated systems of distributive processing of the information different to destination (information retrieval, dialogue and systems of distributive calculations). By management working out possibilities of association of polytypic computers in the distributive computer network of Committee are considered. Besides the existing requirement for working out and streamlining of the ideological scheme which would allow to establish universal rules of interaction of existing local computer networks between itself is conceptually proved. Within the limits of the Management different equal interactions - from the most simple to the most difficult (high) are provided. Functioning of a network of data exchange of Derzhvodgosp on the basis of concept working out should occur to inclusion: the bottom level - network, channel (a data transmission link) and physical. It is considered, that physical level should answer recommendations МККТТ Х.200 and standard ISO 7498.
