Purpose of work is development of UOS for distillation-made, binder-inclusive oil pavement bitumen, serving as basic source for developing of Normative Base, that will provide a due binder quality, required for repair and construction works on motor roads. Research method is an analysis of scientific researches and normative documents, knowledge generalization in the branch of production and use of oil pavement bitumen, distillation-made, binder-inclusive, which are widely used abroad and in Ukraine as well. Social effect of this work consists in creation of Normative Base that will maximally stimulate use of high-quality distillation-made bitumen, applied in the techniques, where they have advantage in comparison with oxidized materials, giving an opportunity to obtain long-life pavements. It will provide a considerable effectiveness in costs, human resources and materials saving, due to substantial increase of turnaround times of pavements.
