The first subs unit "Theoretical fundamentals of scientific ground of the management systems essence" is dedicatedto the existent management system, the management systems structure, the territory as on object of management. The summarizings indiset of social and economic development level of the regions of Ukraine are also analysed. The model of a region is offered as an object of state administration and as a subject of self-governmentis given too. The second subunit "Methodology and analisis peculiarities of production systems forming" written on the basis of the conducted analysis of organizations and production systems and on the basisof the state of modern enterprise structures is dedicated to methodological approvaches the choice of the management system. The approaches to the economic potentional evaluation, factors snfluencing on its formation were defined in the third subunit "Economic potential in formation of administrative and production systems". The fourth unst "Informative parameter in the development of economic and production systems" is dedicated to the problems of information security of evaluation and forecasting of economic potentional of an enterprise or an area.
