Basic components of the measurement standard were prototyped; the algorithm for measurements on the standard was finalized. Algorithms for synchronization of the group of rubidium frequency standards and software for control of rubidium modules by signals from GPS-receivers were developed. A procedure for metrological certification of the secondary measurement standard has been developed as a result of experimental research into its metrological performance. Metrological certification has been performed. Materials required for approval of the secondary measurement standard have been prepared.
