DEVELOPMENT OF METHODOLOGICAL SUPPORT AND ELECTRONIC SPECTRAL AND TEMPORAL CHARACTERISTICS DATABASE FOR UKRAINIAN AND BELORUSIAN TEST SITES Subject of the research is methodological, software and hardware support for an electronic spectral and temporal characteristics base of Ukrainian and Belarusian test sites. Purpose of the research is to improve accuracy of electro-optic device calibration and validation data and satellite technologies reliability by developing methodological support, and to establish an electronic spectral and temporal characteristics database of Ukrainian and Belarusian test sites. Methods of the research are precision spectrometry of natural and man-made objects, computer modeling, and digital signal processing. Overall the project is devoted to developing methodological support for Ukrainian and Belarusian test sites, substantiating concept and architecture of a spectral and temporal characteristics database within test sites. The first report volume contained results of the 1st stage of the research. Its primary purpose was to formulate concept of the electronic spectral and temporal characteristics database of natural and man-made objects within Ukrainian and Belarusian test sites. This report volume contains study results of the 2nd stage of the research, particularly substantiating architecture of an electronic spectral and temporal characteristics database of natural and man-made objects, considering the basic functional principles of this base. In the volume an adopted methodology for measuring spectral and temporal characteristics of terrestrial objects and some methods for spectral and temporal characteristics processing and transformation are also described. One of the important features of the electronic spectral and temporal characteristics database established in the project consists in filling up the base with spectral signatures of natural objects that are measured in various stages of their development and in different environmental conditions, etc. The second important feature of the created electronic database is the two linked parts - static and dynamic, that are present at the base structure. The static part is a basically database of spectral and other characteristics of test site objects, that are stored in specific formats. The dynamic part is a system of software and algorithmic tools. Their list can be replenished and they also useful in optimizing forms of spectral data presentation and coding, making various calculations and data transformation, information structuring and visualizing, and in making new information products. Algorithms of field spectrometry data processing for spectral anomalies selection are considered. A new approach to rapid estimation of vegetation chlorophyll using spectral data is proposed. In the end part of the report a technique and results of an experiment on determining spectral reflectance characteristics of certain objects within National Control Centre and testing of space vehicles are described.
