The article of research is a financial base of region. A research purpose is a design of vectors of reformation of regional policy, development of the scientific-grounded recommendations in relation to the improvement of existent model of administrative-territorial device of Ukraine, study of methods of forming of profitable part of local budgets, exposure of alternative sources of local budgets taking into account operating principles of tax and budgetary policy and mechanisms of monetary accommodation. Implementation of work provides for: exposure of fundamental conformities to law of development of local self-government, creation of scientific ground for development of effective model of administrative-territorial device of Ukraine, development of recommendations in relation to basic directions of reformation budgetary, tax, municipal (communal) industries and industry of sphere of services. Results of research can be used at adaptation of the Budgetary code of Ukraine and the Tax code of Ukraine to a modern conjuncture of regional social and economic development, working out of acts, including laws of "About administrative-territorial device of Ukraine", "About finances of local self-government", "About the financial smoothing".
