Aim of investigation: development and generalization of issues which submitted for 2012 World Radiocommunication Conference consideration in regarding the improvement of the Radio Regulations (agenda item 1.2), the frequency refarming questions for introducing new technologies into existing frequency distributions, as well as matters of electromagnetic compatibility with existing technologies in general and adjacent frequency bands. Results: According to the results of research presented analysis and proposals for the following areas: analysis of possible effects of changes in the Radio Regulations on item 1.2 for the Ukraine, and analysis of the existing regulatory framework on the possibilities of refarming in Ukraine and recommendations for an exchange or refarming existing frequency resources for introduction of the latest radio technologies in the existing frequency allocations and proposals on necessary conditions for compatibility of the latest IMT and IMT-Advanced with existing systems. Introduction efficiency : carrying out refarming in Ukraine is possible taking into account the developed proposals and recommendations.
