The subject of investigation - the means of customs control, the nature of what they used, the customs policy, carried out through them. The aim of research is the investigation and reconstruction of legal, economic, social aspects of the history of customs control in Ukraine and abroad. Implementation research solves complex problems associated with the creation of descriptive-analytical model of the evolution of the principles and practice of customs regulations at various stages of socio-economic and political development in Ukraine and abroad. Methods answered all modern theoretical and methodological requirements of recognized scientific community in Ukraine and abroad. It is about the principles of objectivism, historicism and systematic, comparative legal method, historical and comparative method, historical analogies, descriptive method, hermeneutic approach in the interpretation of texts, methods of internal and external criticism of historical and historiographical sources, and methodological paradigms and neoinstytutsionalizmu theory of rational choice. The study will improve knowledge about the history of customs, the formation of the national customs ideology, based on generally accepted practices, strengthening of customs and traditions of the broadcast. In its form it will be a number of scientific articles, presentations at scientific conferences and a manuscript based on original scientific research performers GDR training manual for training of customs. The practical significance of the study consists of three components: scientific component associated with filling gaps in historical knowledge, theoretical and practical - using historical experience of customs regulations to improve the present system of customs relations in Ukraine, scientific and educational - preserving and enriching customs traditions transferring them to the next generation of publicans. The results, therefore, can be used in strengthening the human resources base and Customs for further research work. Areas of Application - State Customs Service of Ukraine, Academy of Customs Service of Ukraine, Khmelnitsky Center for Advanced Studies and Retraining SCSU and other universities in Ukraine, which received state order for training to prepare customs or customs relations specialists for various sectors of the economy, Faculty of History and Ukrainian foreign universities, the scientific community. Forecast assumptions about the development of the object of study - the results of this work not only brought in experts SCSU leaders in research, the history of customs relations in Ukraine, but will continue to be involved in promising research and teaching development in Ukraine and abroad.
