The transfer of technologies (TT) is the most important part of innovative process and after the essence is realization of procedure of transmission of new scientific and technical knowledge from a proprietor (developer) to the recipient (customer) with the purpose of receipt of income (commercialization). Thus the participants of this process enter into the long-term relations, that are conditioned by a legal agreement (by the licensed contract) and directed on achievement, foremost, material success from introduction of new knowledges (technologies) in production. As an economy of Ukraine has the low level of competitiveness and mastering of high technologies, therefore there is a sharp necessity in stimulation of innovative activity and operative are widespread to information about perspective developments, above all things, in industry of nanotechnologies. One of instruments of a similar stimulation of innovative activity is the transfer of technologies. Unfortunately, today to this question not enough attention is spared. In many cases the Developer (researcher scientific, engineer) do not see all spectrum of market applications of the eventual scientific and technical results. It is conditioned to those, that there was presentation of those distant soviet times, when the state undertook all processes of subsequent application of scientific and technical results. And in a modern world to the domestic research workers as heavy as lead to be orientated on the necessity of that or other market. For the exposure of value of development estimation of result of project independent, objective is needed. In it the development of the system will be instrumental more - less universal criteria of estimation of market attractiveness of development. By the task above all, that the system will decide, estimation of commercial potential of development must become, to help Developer to expose its sides weak and strong on comparison with existent analogues, to expose the modern calls of domestic and oversea markets.
