The method of research - the methods of digital images processing, intelligent computation, structural analysis, object design. This report presents work on the verification method of floods mapping using satellite radar data and development of methods of flood risk assessment, as well as work on the creation of geospatial services for flood mapping radar data to support decision-making and international organizations. Verification of the developed method is made using ground data and satellite data obtained in optical wavelengths of electromagnetic radiation (the so-called cross-verification). To assess the risk of flooding method of estimating the probability density of floods and infrastructure vulnerability is proposed. To estimate the flood probability density statistical methods are used for processing time series of satellite data and ground observations. The method of flood risk assessment provides a spatial accuracy at the level of spatial resolution of primary data. A system that provides information products for monitoring emergency situations on a regular basis with the involvement of remote sensing (RS) is developed. The main advantage is the ability of dynamic content formation, providing easy visualization of geospatial information and work with the system, the use of international standards on information delivery.
