Object of research - an effective mechanism for implementing monetary policy in conditions of economic and financial instability. Рurpose of research - development of proposals for improving the theoretical and practical principles of monetary mechanism in ensuring macroeconomic stability and efficiency of the banking system. Research methods are the methods of abstraction and analogy, historical, statistical, economic, formal and dialectical logic, Economics and Mathematics. As a result of the executed study obtained the following results: asked to justify the notion of "paradigm of government regulation of banking activities"; the fundamental position of monetary policy; developed recommendations for the implementation of measures aimed at improving the banking system; presented recommendations for achieving macroeconomic stability.
